Their top ten is about half right.
They included "Mr. Tambourine Man", "Tangled Up in Blue", "A Hard Rain's a-Gonna Fall", and "Like a Rolling Stone", which all deserve to be in the top ten. But of these, only "Blue" deserves to be in the top three.
"Desolation Row" and "Tangled Up in Blue" are his top two songs. That's my opinion, but it is also the consensus of Dylan fans according to various websites. Yet "Row" isn't in Rolling Stone's top ten at all.
"I Shall Be Released" -- overrated. His collaboration with The Band as a whole is overrated; his vocal style just didn't match their meaty and mainstream rock'n'roll style.
"All Along the Watchtower" -- a great song, but not Top Ten. Indeed, the song would be forgotten today if Hendrix hadn't covered it.
Dylan has written so many great and/or classic songs I can imagine Dylanologists having completely different top tens.
I don't want to go into all my favorites, but I'm surprised that you've got trouble with "Like A Rolling Stone" in the top three. I'd guess a poll of critics would put it at #1. On the other hand, I don't think "Mr. Tambourine Man" or "Hard Rain" might make my top ten.
