Hmm. Maybe the feds could tax the local PDs for any profits from civil forfeitures and creates lots of paperwork in order to dissuade this kind of entrepreneurship.

The solution is simple. These are asinine drug laws that have predictably led to mission creep. So put the onus on the cops--if they can't prove in a hearing there's a very strong chance the stuff is illegal, whatever they seized must be returned within two weeks, or they have to start paying interest.
